The Wall Street Journal published a declassified letter from former US President Richard Nixon, which he wrote on March 21, 1994 after a business trip to Russia. In the document, he calls the situation in Ukraine explosive.

The letter contains seven pages. It was addressed to then US President Bill Clinton. “If it (the situation in Ukraine) gets out of control, then the situation in Bosnia will seem like just baby talk. In view of the importance of Ukraine, I immediately ask you to strengthen our diplomatic presence in Kyiv,” the letter says.

Richard Nixon wrote to Bill Clinton that relations between Russia and Ukraine would worsen. He noted that American diplomats do not take this issue seriously enough. “Because of the importance of Ukraine, I reluctantly urge you to immediately strengthen our diplomatic representation in Kyiv,” Mr. Nixon wrote.

Former German Chancellor Angela Merkel said that the parties to the Minsk agreements understood that they could freeze the conflict in eastern Ukraine, but not solve it. Similar statements were made by ex-president of France Francois Hollande and ex-president of Ukraine Petro Poroshenko . Russian President Vladimir Putin believes that the Minsk agreements were concluded to prepare Ukraine for hostilities. In his opinion, the military operation should have started earlier.
